The European Climate, Environment and Infrastructure Executive Agency (CINEA) has been established by the European Commission to support the European Commission to boost green growth and clean industry in Europe through high-quality programme management that supports European beneficiaries to achieve ground-breaking results for a cleaner and more sustainable future. CINEA manages EU funding for projects in the areas of transport, energy, climate action, environment, maritime, fisheries and aquaculture.
The main programmes managed are:
•The Connecting Europe Facility (CEF);
• Horizon Europe: the EU's Research and Innovation programme for which CINEA manages the areas of transport and energy;
•The Innovation Fund;
•LIFE Programme;
•European Maritime, Aquaculture and Fisheries Fund;
•The EU Renewable Energy Mechanism;
•The Public Sector Loan Facility of the Just Transition Mechanism.
The budget managed by CINEA in 2021-2027 period is ca. € 65 billion
CINEA is based in Brussels with a multinational team of 600 persons. The number of staff is expected to grow further over the coming years and the purpose of this publication is therefore to set up a reserve list, which will be used to cover the growing needs of the Agency. The reserve list may also be used by other Executive Agencies.

Mission description
The Agency has been entrusted mid-2020 with the implementation of the Innovation Fund, one of the EU largest funding programmes for demonstration of innovative low-carbon technologies.
The Innovation fund is a key funding instrument for delivering the European Green Deal, a package of measures aiming at becoming the first climate-neutral continent by 2050. The Innovation Fund focuses on demonstration and “first of a kind” projects in energy intensive industries (including products substituting carbon intensive ones), Carbon Capture and Utilisation (CCU), construction and operation of Carbon Capture and Storage (CCS) and innovative renewable energy generation and energy storage.
The Financial Engineering (FE) team of CINEA is an expanding team, situated within the Unit responsible for Programme support, Coordination and Communication. The FE team contributes with its expertise in the field of project and sustainable finance at different stages of the implementation of the Agency's programmes. As such, it is already consulted at the stage of the design of the programmes and provides support all along the further implementation steps based upon its expertise.
As member of the FE team, the Financial Engineering Adviser shall contribute to the implementation of activities related to financial engineering within the Agency together with the relevant DGs of the European Commission, primarily with regards to the Innovation Fund. The job holder shall, in support of and in close coordination with the Senior Financial Engineering Managers, work closely with a wider team of colleagues from the Agency and the European Commission.

Appointment and conditions of employment
The jobholder will be recruited as contract staff, in function group IV, pursuant to Article 3a of the Conditions of Employment of Other Servants of the European Communities (CEOS).
The basic monthly salary within this function group will depend on the number of years of relevant professional experience at appropriate level (in function group IV, either grade 13, grade 14 or grade 16). Beside the basic salary the jobholder might receive special allowances (e.g. child allowance, school allowance, expatriate allowance).
The initial contract will be for a duration of 1 year. Afterwards, the contract may be renewed for 1 additional year. If the contract is renewed again, it shall be concluded for an indefinite period.
The place of employment will be Brussels where the Agency has its activities.
